Cop Shoots Unarmed Man in the Genitals, Purposely Doesn’t Call Ambulance: Lawsuit

ATLANTA – A lawsuit has been filed against the Miami-Dade County Police Department over a horrific case of brutality against an unarmed citizen, according to a report by Courthouse News Service.


The incident began when Roberto Valderrama and his friend were pulled over for a traffic stop by Officer Carl Rosseau in January 2006.


Roberto allegedly had a tiny smoking pipe that his friend had given him earlier.

Officer Rosseau claimed that he saw Roberto’s friend give him a “gun,” but Roberto clarified that it was not a gun but a pipe for smoking.


Presumably not wanting to be a victim of the War on Drugs, Roberto told Officer Rosseau that he discreetly disposed of the pipe out the car window once they noticed the Officer was pulling them over.


During this interaction, Roberto made sure to keep his hands clearly visible on his knees, since he knew that the Officer suspected a “gun” was in the vehicle.



Despite assuring the Officer that there was no “gun” and despite doing everything he could to make the Officer feel safe, Officer Rousseau pulled out his loaded service weapon and opened fire on Roberto, according to reports.


Gruesomely, the Officer’s weapon was aimed at Roberto’s genitals, as a bullet ripped all the way through Roberto’s penis and one of his testicles, continuing to penetrate deeper into his thigh and buttock, according to reports.


Court records indicate that it took Officer Roussau a mere 20 seconds to gun down Roberto after walking up to the car.


Making matters worse, Officer Rosseau deliberately delayed calling medical help for Roberto, according to the lawsuit.


One can only imagine the excruciating pain Roberto felt as he looked down to see his reproductive organs shredded apart and bleeding from the bullet.

When Officer Rosseau finally did get around to calling an ambulance, he reported that the gunshot wound was “a laceration” — prompting a “low priority” ranking by the ambulance, which, in turn, delayed medical assistance more than 10 minutes.


It gets even worse. It turns out Officer Rousseau had arrested another citizen earlier in the morning for “possessing cocaine.” That citizen was still handcuffed in the back of Officer Rousseau’s vehicle when Officer Rousseau pulled over Roberto, thus witnessing the entire scene.


The citizen reported that Officer Rousseau told Roberto that he’d “drop the charges” against him if Roberto agreed to say that he was “holding a shiny object” when Officer Rousseau shot him.


In court, Officer Rousseau admitted that rather than immediately calling for medical help, he spent more than three minutes talking to another officer who arrived at the scene about the shooting.


“Based on the evidence, a jury could infer that Detective Rousseau and Sergeant Smith spoke about the shooting before calling for assistance and that they discussed the need to concoct a story that would justify Detective Rousseau’s use of deadly force and, therefore, complicitly delayed reporting and misreported Mr. Valderrama’s injuries in order to delay the arrival of emergency personnel on the scene,” Judge Jill Pryor wrote for the panel.
