Mark Kaylor has a reputation as an overzealous cop. He received the MADD award for handing out over 150 DUI arrests in one year on a stretch of road less than 10 miles long with only about 20% or less of those resulting in conviction because he pulls people over for driving at night and gives them DUI’s no matter what. And beatings like this happen in between.

In this particular incident, he pulled over a Hispanic man, who speaks very little English, on suspicion of DUI and arrests him. For unknown reasons, also arrests the passenger, who doesn’t speak any English and Tazes him until they get him cuffed. They then yell various commands at him, to which he responds with screams of pain and statements in Spanish. Subsequently, they then proceeded to beat him.

Kaylor is the overweight bald man that lays down and hits him with 6 – 10 hammer-fists to the side of the head. Which results in a broken orbital bone, that later required surgery to repair.
